10. Reform Judaism believes that diaspora communities (those outside the State of Israel) are not in exile.

All Jewish communities are significant and capable of contributing to the survival of the Jewish people. Israel as an historic locale and political reality embodies the Jewish people's commitment to a society in which the spiritual message of Judaism can be central to every aspect of daily life.

"A genuine Jewish life is possible in any land, each community developing its own particular character and determining its Jewish responsibilities." (Reform Judaism: A Centenary Perspective, l976).
